　　In 2019, Fengtai District Government conscientiously implemented the Regulations on Government Information Openness in People’s Republic of China (PRC), Key Points of Government Affairs Openness in Beijing in 2019, and relevant information disclosure requirements of cities and districts. Guided by the Supreme Leader’s New Era Socialism with Chinese characteristics Thought, Fengtai District Government continued to strengthen policy interpretation and response, improve the government affairs openness mechanism, enrich the disclosure content, and make every effort to promote the solid and orderly development of government information disclosure with openness, stable expectations, strong supervision, implementation and excellent service.

Issued the "Key Points of Government Affairs Openness in Fengtai District in 2019", focusing on government information such as urban and rural planning, major construction projects, financial budget and final accounts, optimizing business environment, and reducing taxes and fees, and implementing the responsible subjects. According to the list of rights and responsibilities and public service matters, comprehensively sort out the contents of government affairs disclosure, standardize the release standards and requirements, and compile and form a two-level list of active public areas and streets and towns, providing a powerful "grasping hand" for the masses to handle affairs conveniently.

In 2019, the whole region received a total of 2,054 applications for government information disclosure, and 2,019 applications were completed, with 101 carried forward from the previous year and 136 carried forward to the next year. 　　In order to improve the timeliness and accuracy of government information disclosure, Fengtai District Government strictly implements the information release review system, refines the responsibilities of each post in government information disclosure by optimizing the process of editing, reviewing and reporting government information disclosure, and strengthens the joint audit work of departments to make the division of labor and cooperation mechanism of government information disclosure more complete. In combination with institutional reform, we will adjust the guidelines for government information disclosure in a timely manner, disclose the working institutions and contact information of government information, and constantly broaden the application channels to provide convenience for the masses to apply for information disclosure.

Some units’ new media platforms forward many articles, but have few original articles, and the interaction with netizens is not enough.

　　Third, the understanding of government information disclosure in individual units is still not in place, the staff’s public awareness is not strong, and the disclosure of government information is not timely. It usually takes 3-5 working days to reply to simple messages from netizens on the website, which affects the public’s smooth access to government information and the efficiency of answering questions.

　　First, strengthen the training and assessment of information disclosure business. Focusing on the government work report of Fengtai District, the public list of government information in key areas related to people’s livelihood and the long-term development of Fengtai District was sorted out and displayed in the new version of the column of government information disclosure. Every quarter, the city (district) third-party assessment agencies are invited to assess the voluntary disclosure of government information by each unit and the standardization of the disclosure process according to the application, and targeted training and rectification are carried out according to the assessment results, and the rectification results are included in the performance appraisal at the end of the year. All units improve their business level of disclosure by application by studying and analyzing their cases of disclosure by application, especially typical cases that lead to reconsideration litigation.
