"There are about 230,000 electric tricycles in the country for express terminal service. However, in some areas, traffic control and traffic environment management are comprehensive ‘ Jindian ’ Measures have affected the efficiency of express terminal services, increased logistics costs and restricted the development of the express delivery industry. " Ma Junsheng said.

According to the survey conducted in some cities (148 cities) in China, about 2/3 cities have no clear attitude of prohibition or allow transitional use, and 1/3 cities have been banned.

"Therefore, it is recommended that the management department issue the national standards for express delivery vehicles as soon as possible, and formulate standards according to large express delivery vehicles and small and medium-sized express delivery vehicles; Introduce special standards for small and medium-sized express delivery of new energy vehicles, and at the same time, adopt classified management for express delivery vehicles. The Ministry of Public Security and the Ministry of Transport have issued policies on the passage and parking of express delivery vehicles in the city; And encourage express delivery companies to use small and medium-sized express mail to collect and distribute new energy vehicles as collection and distribution tools. " Ma Junsheng said.

At the same time, Ma Junsheng also suggested the implementation of transitional management for express electric tricycles. In combination with the local traffic management reality, cities have implemented transitional management for express delivery of electric tricycles within their jurisdiction, allowing them to pass on the road in accordance with regulations within a certain period of time, and urging enterprises to realize the transformation and upgrading of express delivery vehicles as soon as possible on the basis of ensuring the current demand of citizens for express delivery services.
