Remember to turn on this option when sending express delivery to avoid "streaking" of information.
The reporter visited and found that most express delivery companies did not take the initiative to promote it.
SF Express has turned off the encryption service, and few users know about it.
"The user information such as name, telephone number and home address on the express delivery list has not been processed, and personal privacy is in ‘ Streaking ’ Status. " Netizen Mr. Huang reflected the above problems to Wuhan city message board, hoping that the industry supervision department would strengthen management and urge express delivery enterprises to improve the user information protection mechanism.
The reporter’s investigation found that as early as 2017, some express delivery companies and express delivery platforms tried to launch "privacy sheets". However, after many years, the situation of "streaking" of user information is still widespread, and "privacy list" has not been widely promoted.
User information "streaking", name, mobile phone number, address at a glance.
Ms. Li is a resident of Jinqiaohui Phase II in Jiang ‘an District. Recently, the laptop stand she bought online arrived. When she went to the courier station to collect the parcel, she found that the delivery was made by ZTO Express Company. The courier list not only clearly indicated the goods she bought online, but also showed her name, mobile phone number, residential unit building and other information without reservation.
Ms. Li told reporters that the express parcels that are usually bought online will be deliberately torn up and then thrown away after the outer packaging is removed, but there are also many times when she forgets to handle them. She is very worried that her information has been leaked.
Mr. Yang, a frequent online shopper, also reflected the same problem. He checked the express parcels he received in recent times and found that the parcels mailed by express companies such as JD.COM, Yunda, Zhongtong and Shunfeng did not protect his personal information on the express list. "If the relevant data is collected and used by criminals, it will be troublesome."
The citizens’ fears are not groundless. Earlier, there were media reports that some lawless elements collected a large number of express orders and sold them in batches. A seller holds hundreds of thousands of express orders, which are classified according to cosmetics, maternal and child, clothing, etc., and resell after obtaining personal express information.
Why don’t consumers ask express delivery companies to implement privacy protection measures when sending express delivery? During the interview, many citizens told reporters that it was not that they didn’t care about information leakage, but that they had never heard of such services and didn’t know how to apply.
The "privacy list" has existed for a long time, and express delivery companies lack the enthusiasm for promotion.
The reporter learned that as early as 2017, some express delivery companies and express delivery platforms tried to launch "privacy sheets". Some "privacy sheets" replace the middle four digits of the recipient’s mobile phone number with asterisks, while some "privacy sheets" not only do not display the mobile phone number, but also hide the specific address.
However, the reporter’s recent visit and investigation found that although many express delivery companies still have "privacy face sheet" service, they need users to make their own demands when placing orders or actively choose encryption service options on the APP. Because the relevant tips are hidden, few users know about this service.
In the rookie station Ouyada Kaixin Building, the reporter saw that there were a large number of express parcels here, and the logistics companies that carried them included Yuantong, Yunda, Zhongtong, Shentong, Debon Express, China Post, Jingdong Logistics, etc. The personal information on the express list was hardly treated as privacy. Many consumers opened the package on the spot after picking it up, and directly left the outer package in the post station, unaware of the possible disclosure of personal information.
"If you send a courier at the post office, can you treat your personal information privately?" The reporter consulted the staff of the post station as a customer. The other party said that the "privacy list" service can be provided, but it is more troublesome. It is necessary to add the customer WeChat first, and then the staff will handle it on their behalf after sending personal information, which can hide the middle digits of the mobile phone number. "Because it is very troublesome to operate, as long as the customer does not ask for it, we will acquiesce that the other party agrees to disclose the information."
The reporter then tried to place an order for express delivery on the online platforms of express delivery companies such as SF Express WeChat applet, ZTO Express applet and Jingdong Express applet. When you send a courier by SF Express, if you don’t open the "Information Encryption" option at the bottom of the webpage, the system will disclose personal information by default. In ZTO Express applet, users need to click on the "value-added service" item at the end of the webpage, and then open the "security number" in it, in order to complete the application for privacy sheet. In the Jingdong Express applet, the reporter did not see any relevant tips and services.
There are technical obstacles in the promotion of "privacy sheet", and the management level is studying it in depth.
"Express delivery companies will turn off the option of privacy processing of face sheets by default, and only provide this service when users take the initiative to choose. In this way, the enterprise will pass on the obligation of privacy processing of the face sheet to the user. " In the interview, Mr. Yang believes that protecting users’ privacy should be the due responsibility of express delivery companies.
The reporter learned that the "Provisional Regulations on Express Delivery", which came into effect on May 1, 2018, stipulates that enterprises engaged in express delivery business should establish express waybills and electronic data management systems, properly keep electronic data such as user information, regularly destroy express waybills, and take effective technical measures to ensure the safety of user information.
The Law on the Protection of Personal Information promulgated on November 1 last year stipulates that no organization or individual may illegally collect, use, process or transmit other people’s personal information, or illegally buy, sell, provide or disclose other people’s personal information.
According to an industry veteran, technology, investment and delivery efficiency have become important factors affecting the comprehensive popularization of "privacy sheet". The "Privacy Face Sheet" needs the courier to scan the code before viewing the user information, and then the delivery is implemented, which reduces the courier’s work efficiency to some extent. Express delivery companies are not enthusiastic about promotion because of efficiency and other considerations.
The reporter interviewed the Wuhan Postal Administration, and the relevant person in charge introduced that after investigation, it was found that the situation reflected by netizens was indeed widespread. At present, most express delivery companies did not actively implement the "privacy list" and did not protect users’ personal privacy information.
"Hiding a few digits in the phone number or hiding part of the address information not only protects the privacy of users, but also enables couriers to deliver accurately and efficiently. To achieve this effect and purpose, there are actually some technical obstacles and a long way to go." The person in charge said that each courier company has its own network system, and their systems are not connected with the system of the post station. When the user’s package arrives at the post station, if the name, address and other information are hidden, the courier can’t send a message to the user, nor can it be delivered to the door.
The person in charge said that with the growing awareness of users’ personal privacy protection, the national level and provincial and municipal postal administrations are currently conducting in-depth discussions and research. At the same time, the relevant provisions of the Measures for the Administration of Express Delivery Market will be strictly implemented, and the management of all aspects of express delivery enterprises, post stations, couriers and other industries will be strengthened. No unit or individual may illegally use or resell express waybills to protect the information security of express delivery waybills.
